This is a draft and is subject to further refinement, and is not in effect until adopted by the Volusia County council.\n\nDefinitions of layers:\n\nPriority waters - These are areas that were identified by County Council as critical to the county.  The parcels immediately adjacent to these waters are included in the priority review areas.\n\n\nPriority Review - Wetlands in these areas will be subject to local government review and permitting, including avoidance and minimization of impacts.  Wetlands will have a 50 foot upland buffer.\n\nIntermediate Review - Wetlands in these areas will be subject to local government review and permitting.  Wetlands will have a 25 foot upland buffer.\n\nBasic Wetland Review - These areas will not require local government review and permitting, although municipalities may choose to enact standards.\n",
